Slightly OT - Integrity of the CCIE candidate

I would just like to get a consensus of our relatively small CCIE community.
 
Feel free to tell me to pack sand and suck it up, but it is hard to believe
we are the only ones experiencing this.
 
We have been providing rack services for a little more than 10 years now.
 
Up until this last year, we have not had to deal with one single fraud case.
Maybe just lucky, but I like to think that is what should be expected of the
person striving to be a CCIE.
 
Recently, we have been hit with an alarming number of users paying for their
rack time with stolen credit cards.
 
I do not want to profile, but this problem appears to be only coming from
one region of the world.
 
Is this the integrity of the future CCIE's we have to look forward to? I
seriously hope not.
 
What are your thoughts?
