Why not have an setting where the candidate doing a rack time rental has to have a PC camera enabled and monitoring them during the rack rental - and your staff can spot check the camera during sessions so that you can see the person's face clearly... if it turns out to be fraud later - simply advise with a disclaimer on your website "We will provide the Your photos to the rival tribe, secret police and corrupt generals in your country subjecting you and your family to genocide :)
