You should only accept paypal funds transfers from that region of the world... let paypal be a proxy for your integrity...
Most of my clients don't accept cc's from anywhere that doesn't have George Washington, an English Queen, or a Teutonic Figure on the money!

For that particular region get the money a month before the date, that way you will find out if the CC is a good one or a bad one.
