You should only accept paypal funds transfers from that region of the world... let paypal be a proxy for your integrity...

Most of my clients don't accept cc's from anywhere that doesn't have George Washington, an English Queen, or a Teutonic Figure on the money!

We are trying everything we can think of to attempt to avoid this, but when you think you have it handled, it comes at you from a different angle.

For that particular region get the money a month before the date, that way you will find out if the CC is a good one or a bad one.
