E1 interface

hello GS
 
i have a VWIC-1MFT-E1 card installed on a 3700 series router which is to be
connected to an E1 radio for data traffic . i have done the initial config in
bringing the E1 card up
 
 
But the E1 interface is still down
 
controller E1 1/0
framing crc4
linecode hdb3
channel-group 0 timeslots 1-31
no shut
 
 
i can see the serial interface when i do sh ip int bri and sh ver
 
Any ideas as to why d e1 int is down?
