Ask radio guy if the provided E1 is framed or unframed.
If radio output is E1 framed then your config is correct and make sure they
have timeslot 1-31 in radio. In this instance your E1 controller won't come up
till you plug-in another router at other side of radio link.
If radio link is E1 unframed, they you can do either config - framed or
unframed. as long as it matches at both end you should be okay.
BTW which backhaul radio they are using? - i have extensive experience with a
few teleco grade radio vendor. can guide you if you still searching for
answer!!
good luck
