Frame Relay not working --- DTE V.35 clocks stopped

Can someone help me in this please.

I have rented remote lab. On R3 and R5 I am trying to configure frame
relay. But

sh ip int br shows s0/0 as down , down

sh controllers s0/0 is saying DTE V.35 clocks stopped.

Why this should happen? Is it because the DCE is not configured with clock
rate?
