Yours is a physical media problem .
Make sure that u r using a good cable . DCE end configured with a proper
clock rate .. ( however V.35 can carry upto 8 Mbps .. but to be on safer
side ,.. configure this to 64k as clock speed .. )

This is purely a L1 prob .. nothing to do with encap , keepalive etc
