Help - CCIE Candidate binding !!

Dear All,

This email on behalf of my friend request . I hope you people can help him
for this problem .
My friend working in saudi arabia in XXXX company .Company want his CCIE
number to become gold partner as now he is working on visit Visa and
extending every month .
Company promised him to give him employment(Job) Visa within 2 month but if
they failed to give or can not extend visit visa more .
what he can do ?

1) Can he withdrawn his number from cisco without company permission (Even
if company not agree)
2)can he complaint to cisco regarding job termination so they can release
his ID.
3) He has to request company to leave his number from cisco . OR wait for
one year.

question - How to free his ID if it is bind with them .

Please guide how to avoid trouble from them .
