YES, that is true.

Tell him to write a letter saying that "whenever he will leave the company
for any reason, company will release his CCIE number immediately and
allowing him to register it and work for another company or for Cisco".
Put this letter on the company's letter head/ address and get it signed form
the company authorized manager, then -as you are in KSA- you can attest it
from the chamber of commerce for 5$ :)

Very Simple , he should sign an agreement with the company that if they
fail
to arrange Employment VISA they will release the number IMMEDIATELY and your
friend will be free to join any partner OR CISCO . Usually a letter from
Company will do while releasing his number.
