Just because the CCIE numbers have increased does not make it necessarily
easy for the partners to find a replacement! :) All CCIE's are not created
equally!
The rules are as much to protect the partners as they are the individuals.
So theres always give and take there. If you want to be a free agent and
able to do what you want, negotiate it with your partner so that everyone
knows up front what the rules of engagement are.
Plain and simple.

Unfortunately as per Cisco rule if you don't have the NOC you will have to
wait for a year after the date of release from the previous partner.Anyway
if the partner terminates the CCIE and the CCIE has his termination letter
then he can do it without a NOC but again the lead time to replace the CCIE
for the partner will reduce.So in short if u want to move from 1 partner to
another u have to get a NOC or you should be terminated from employment by
the previous partner and u should have the termination letter to submit to
Cisco.
But personally I think this whole CCIE rule should be revised earlier it
was t6 months they changed it to a year now.CCIEs should have the freedom to
chosse where to work without issues and now a CCIE leaving the company must
not affect the operations of a partner as the CCIEs have increased in number
