I am having a problem upgrading my IOS. I have 16M Flash and 16M Memory. Here is the output of show ver:

When I try to do a copy tftp flash, I get the following message:
%Error: Image size exceeds free space
The image I am trying to load is only 14,152KB in size. It seems that I do have enough space for this image, could anyone help to explain this? Thanks in advance...
