frame-relay traffic shape

I have two question.

1, what differnce when i use frame-relay traffic-rate or frame-relay bc,cir
,be;
      for example:cir=48000,cir+eir=64000,tc=0.125
      the below is my config and sh frame-relay pvc,you can see many
difference,why?
