Hunt group but the final number is located in another site

The customer has site-1 with hunt group (pilot 1000 and list 1100,1101 and the final number is 4501) but the final number is in another site (Site-2)when i make a call to 1000 it goes first to 1100 then 1101 but it gives busy tone when it should dial 4501 )We can access 4501 through voip dial peer Should i use another method other than the hunt group to fulfill that or what ?
I tried exp-num and also to create ephone-dn with forward to 4501 but still gives me Busy tone
