It sounds like you are missing the following command on R1:
R1(config)#voice ser voip
R1(conf-voi-serv)#allow-c h to h
The inbound call leg is H323 and when the final destination number is invoked the outbound leg is also H323 and you need to explicitly allow this on the gateway that has the hunt group configured.
