Error on etherchanel on Cisco 6509

Dear expert,

I configured the ether-channel on 5 port G4/26 to 28 (slot 4) and G6/13 to
14 (slot 6) on Cisco 6509V-E. And it generated an error

*Dec 20 04:05:33.639: %EC-SP-5-CANNOT_BUNDLE_LACP: Gi4/28 is not compatible
with aggregators in channel 32 and cannot attach to them (flow control send
of Gi4/28 is on, Gi4/27 is off)

I try to turn on the flow control on G4/27, then it generated an different
error
