Can a normal person pass RS LAB ?

Asking the question because I did not see many success stories since V4 was introduced. I have an impression that unless you are a trainer with 10+ years experience of teaching CCIE your chances are very slim. It looks like less then 1% are passing. I consider myself a smart guy but was never in the first 1% in school either.
This is a serious question so please refrain from bold statements "work hard and you will pass".
