I don't think the passing rate is lower than traditional average. Yes,
it got a bit high last year and the year before that, but reason for
that was sheer volume of people trying. Right now we have the
situation that adverse economic situation, changed blueprint and FUD
by some people makes people not even want to try. When people don't
try, people don't pass.
At some point I heard from some people in Learning_at_Cisco that passing
rate is at around 10%, which they found acceptable. Given that Cisco
used to say that passing rate is at around 3%, it really isn't that
bad... the main problem is people not trying.
Just to illustrate lack of candidates, I remember when I passed my SP
back in 2007, test room was full. On my 1st R&S attempt, there were
only 2 of us. On 2nd, 4 and on my 3rd go only 3 candidates. I believe
there are around R&S 15 seats in Brussels. For me, that's the main
reason why people are not passing.
People are always scared of the change, yes. We had the same situation
with Voice and Security blueprints. Now when people are actually
studying hard and trying to pass, we have success stories posted every
week, with no exceptions! Just take a look:
