Etherchannel problem...

Hi,
 
SW1 and SW3 are connected through fa0/19 and fa0/20
the config on fa0/19 and fa0/20:
interface FastEthernet0/19
 switchport access vlan 13
 switchport mode access
 channel-group 1 mode active
end
SW1(config-if)#do sh run int fa0/20

The etherchannl is not comin up.
i first shut down the inter face and did the config and did no shut.no joy
changed the port-channel number.no joy
did default interface on both the routers and started from scratch.no joy.
Any idea how to nail this?
