Just labbed it, all worked well in my lab. I tried it with LACP and PAGP.
Although ... when would you have an access link to another switch? Maybe I
am not thinking outside the box enough ... ;-)
I was able to recreate your issue (temporarily) when I had configured only
one side for access mode and not the other. After I sync'ed the configs, I
then did a shut and no shut and all worked fine after wards.
Can you default the interfaces and then try the configs again? Normally
when etherchannel fails there is something in the logging messages to
indicate what the problem currently is ...
