Dampening

Hi All,
          I'm stuck with a dampening issue. It ask me to dump a router
interface if it flapped 3 times in a 30 second period. I know that every
flap penalized the interface with 1000. If I configure the suppress
threshold in 2001, with 3 flaps the interface is out. The question is,
how can I made the penalty reset after 30 seconds from the first flap?
