I think you partly answered the question ... in a round about way. Here is

Making the interface become suppressed is not hard ... and the penalty
begins to decay. The answer is in the configs, although when I was testing
this I was only able to get it to be exactly 30 seconds in one of my tests;
apart from this the time was always a few seconds below.

I used the debug command to verify the configs and times.

- debug dampening interface -

 I just could not get it to be exactly 30 seconds.
