FRTS question interpretation

quick one regarding typical question

if the question states: " to resolve the congestion, provision each
circuit, (R4-to-R1 & R1-to-R5) with a rate of 128Kbps to conform the the
FR-service providers subscribed rate"
nothing more!!

I have seen this more that once, the 'proposed' answer, configures a bc in
addition to just the asked cir?

it wasn't asked, so why not just use a cir=128 and the default tc the to
get the bc?
or am I missing something,
I am really just after how the lab would mark this? with or without the
specified bc, even though not asked?
be nice to advise
