Dear All,

The question says that to allow burst of 1/4 th of this rate
(128Kbps) when configuring frame relay traffic shaping on the serial
interface

So should the Bc here is equal to 128000/4 = 32000 not 4000 as in the
solution guide

So the configuration must be as below

R1#sh policy-map ICMP
  Policy Map ICMP
    Class ICMP
     police cir 128000 bc 32000
       conform-action transmit
       exceed-action drop
