If protocol tunneling is not enabled on IEEE 802.1Q tunneling ports, remote
switches at the receiving end of the service-provider network do not receive
the PDUs and cannot properly run STP, CDP, and VTP.

If IEEE 802.1Q tunneling is not used, you can still enable Layer 2 protocol
tunneling by connecting to the customer switch through access ports and by
enabling tunneling on the service-provider access port.

So basically what it is saying is that if you want to tunnel 2 access port
it will be ok to you the l2tunnel, but if you want to tunnel a trunk you
need to have the dot1q-tunnel mode.

side note: it do not meter if you run the trunk as ISL or dot1q inside the
dot1q-tunnel.
