While using the ACLs on the RP, it should be only be positive. That means,
the RP can only ask for specific groups. It cannot say I DON'T WANT this
group or the other. But the RP can only say, I WANT these groups. That's the
reasoning behind using only permit statements in the ACL for group list on
the RP.
Whereas, on the RP mapping agent, while specifying the rp-announce filter,
you can use both positive and negative statements in the ACL.

In my personal experience when using deny statements it does not work out so
well, still not sure why so I would recommend using only permit statements
