In autorp, you can use negative annoucement (in ip pim send-rp-announ
group-list cmd) to enforce a group to stay in dense mode. Doing this,
the MA with ignore any RP annoucement about this groups. Then, MA will
flood this negative announcement to all PIM routers.
Ive never tested it, but I read it in Cisco press Developping Ip
multicast book

While using the ACLs on the RP, it should be only be positive. That
means, the RP can only ask for specific groups. It cannot say I DON'T
WANT this group or the other. But the RP can only say, I WANT these
groups. That's the reasoning behind using only permit statements in the
ACL for group list on the RP.
Whereas, on the RP mapping agent, while specifying the rp-announce
filter, you can use both positive and negative statements in the ACL.

In my personal experience when using deny statements it does not work
out so well, still not sure why so I would recommend using only permit
statements
