Actually licensing is based on the feature set. This is supported today on
the 3560-E and 3750-E. Their is only a single image for each platform, but
the license key allows you to use the features you've licensed. So instead
of downloading multiple images and loading the appropriate one, you only
need one. So now IP Base, IP Services, and IP Advanced Services. It will be
coming to additional platforms in the future, but most likely not
retroactively to deployed platforms.
So if you have a sw license for the platform, you can upgrade versions all
you want. But, if you don't have the appropriate license then you can't run
additional features. Of course the license belongs to the original
purchaser.
