I face the same issue. My router [Cisco 1841 - IOS 12.4(1c)] connects to the
FR switch with 3 DLCIs configured on the FR switch: 601, 604, 605. I
disabled Inverse ARP for DLCIs 604 & 605 and enabled Inverse ARP for DLCI
601. Please see below:

encapsulation frame-relay
no frame-relay inverse-arp IP 604
no frame-relay inverse-arp IP 605

Note: The command "frame-relay inverse-arp" or "frame-relay inverse-arp ip
601" does not appear in the running-config.

Serial0/0/0 (up): ip 172.16.0.2 dlci 601(0x259,0x9490), dynamic,
broadcast,, status defined, active
R6#sh frame pvc | i DLCI
DLCI = 601, DLCI USAGE = LOCAL, PVC STATUS = ACTIVE, INTERFACE = Serial0/0/0
DLCI = 604, DLCI USAGE = LOCAL, PVC STATUS = ACTIVE, INTERFACE = Serial0/0/0
DLCI = 605, DLCI USAGE = LOCAL, PVC STATUS = ACTIVE, INTERFACE = Serial0/0/0
I got the same outputs as above even after reloading the router.
This is my first time encountering this scenario. My usual practice is
disabling Inverse ARP on the interface and configure map statements for only
1 DLCI (mostly hub-and-spoke topo). The other two DLCIs will have a status
of DLCI USAGE = UNUSED when you do "sh frame pvc".
Anyone with better luck, please help to explain.
