I always start by shutting the interfaces down before changing the
encapsulation to Frame Relay, but I still have the problem from time to
time. It seems like if the interfaces were up at any point and connected
to the FR switch, regardless of encap, you'll get the mappings to
0.0.0.0. I usually leave them all shut, do my config, turn them up,
checking mappings, reboot, and on to another task while waiting.
