Check Brians Audio or COD.

You need to make the changes and enacapsulations to frame-relay and no
inverse-arp to the interface, and then type no shut on both ends.

I believe if the proper order of configuration is carried out for frame
relay, there won't be mappings to 0.0.0.0. The following is what i did but
am still getting the 0.0.0.0 maps.

I found a thread on this posted some time back and he tried to do the static
mappings after doing a "no shut". I've tried that as well, but these darn
zeroes are still showing up...
