You need to configure controller lines. For a point to point link, I use
the following (T1 should be basically the same, perhaps adding some
framing and linecode):

controller E1 0/0
 channel-group 1 timeslots 1-31

which creates Serial0/0:1, which I can then add frame/HDLC/PPP/whatever
encapsulation.

You can also configure 'pri-group' for ISDN, or 'tdm-group' for
crossconnecting timeslots inside a chassis.
