Does "be" function in shape average?

for shape average, it is said for be: 0 will
be used if you don't configure it.

if I use:

shape average 16000 1024
  
with show policy-map interface, I got:

Traffic Shaping
 Target Byte Sustain Excess Interval Increment
 Rate Limit bits/int bits/int (ms) (bytes)
 16000 256 1024 1024 64 128

Actually, the be is same as bc.

if I type:

shape average 16000 1024 0,

I got:

Traffic Shaping
 Target Byte Sustain Excess Interval Increment
 Rate Limit bits/int bits/int (ms) (bytes)
 16000 128 1024 0 64 128

According to my understanding, be has no influence
with shape average, but Byte Limit changes when I
change be. What does Byte Limit mean? How does it
function in traffic shaping?
