That's a tricky question that only you can answer.
If you want to work in more varied enterprise networks, most likely the R&S
is best for you. If you want to work in Service Providers or MPLS-based
networks, then most likely the Service Provider CCIE is best for you.
Nobody else can really answer that for you. (Other than yourself)
