Router Crashing

I don't know if anyone has run into an issue like this before. I have a
2500 Series router that when powered on goes into a constant rebooting loop.
I suspected that it might be a flash issue since when I pulled out one of
the flash modules, it stopped doing it. I replaced the module and reloaded
the IOS which is a 12.1 Enterprise with FW IOS. The router itself works
fine but if I turn the power off of it and then later turn it on again, it
will do this loop again. If I play around with the ROMMON mode and have it
do tests and so forth I can sometimes get it to boot properly again. The
problem occurs again every time I remove power from the router. I get the
following startup condition from the router when I turn it on:
