I have tested this as well and I have the same problem
Unless there is interesting traffic, the idle timeout will drop the link
then the dialer watch will bring it up again

i have tried increasing the dialer-watch delay but it doesnt help
the only workaround that i have is to increase the dialer idle-timeout
and hope that some interesting traffic will keep the link up

the problem with this is that if the primary routes get put back into the
routing table then you dont want the isdn link to stay up too long

link remains up (is it this way) ..however the link every timeout goes down
and then comes up again .
