How do we properly totally stub an area?

I reading in the OSPF Command and configuration handbook that all routers in a
area should be configured as with the same stub area type...ex. area 5 stub
no-summary.. My understanding of this is only the ABR would get the area 5
stub no-summary because it controls inter-area LSA flow, and the other area
routers in area 5 would be configured as area 5 stub only.. Is this correct?
