this is just hardcoding the cam entry on 2/6 (vlan1)
much like how you can hardcode static arp entries.
(this would survive a reboot, whereas a set cam static
wont)

typically, this is used in multicast environments where
the application is incapable of igmp, but listens to
multicast group addresses (like Nokia checkpoint
redundant firewalls)
