Brian,
The first question: Are you using a Cisco RP or RSP7000 card in
your 7000 series router?
Second question: What is the version of roms that you have on the RP or
RSP7000?
If you have roms that are less then 10.0 version then your system uses
the older hardware configuration register that is on the actual rp card.
Could be that the hardware register is incorrectly set. Has this card
ever worked for you before?
Answer the questions above and I may be able to help you.

I'm wondering if anyone knows of the below problem.
This is on a 7000 router, and I've tried several valid combinations of
config-register to avoid this process----after breaking from the boot
sequence. The "boot error" light on the RP goes on after each
sequence.
I'll try any solutions suggested, just don't tell me this is hardware
related ; ) .....(e-bay )
Is there a config-register value I'm missing? Flash card is in the
unit,
but I can not access it after break w/out the unit re-cycling.
