router forever recycle the same message, HELP!!!

Dear my friend,

When my router boot , it forever shows this message
and I don't know where it boot from? how can I solve
this problem?

do you think that if I boot from pcimci card will
solve the problem?

Second question:

I have a router 3620 which is running the following
ios:

flash:c3620-is-mz_120-5.bin

but it doesn't support IPSec.

But I have other router which support IPSec with ios
version: c3620-jo3s56i-mz_121-2_T.bin

Do you think that I can use PCIMCI card and copy the
c3620-jo3s56i-mz_121-2_T.bin simply to the other
router which is running c3620-is-mz_120-5.bin.

But I have been told that you need identical ios image
for the same router hardware configuration.

But for my case, one router has only two ehternet port
but the other one has really lots of ports Faster
ethernet port, serial port and voice port and many
other ports.

Any help will be appreciated
