  On E1 ATM circuits make sure scrambling is on, also make sure that the Framin
g you have configured on the routers is what the Telco switch is set for. You m
ay need to make sure that the IMA group index coming in from the network is dif
ferent then the one the router sends to the network. Cisco boxes need to have d
ifferent a group index.
The main thing when I have worked on E1 IMA is that the framing is the same, an
d on the 3640 it isa different default then on the 7200 series routers.
