Ken,
It appears that Appletalk access-list doesn't like network 0, available
range is 1-65279. The only way I can see to filter broadcasts is avoiding
"broadcast" parameter in dialer map statement.
Any other ideas?

IF you notice, EIGRP hellos are sent to an appletalk address of 0.255, thus,
I would think that if you configure a regular appletalk access list and
apply it to the interface you want to filter on, this SHOULD work. I have
not tried this but I think this will be my next lab. Let me know if this
helps.
