At this point I don't warry about interesting traffic, I just want to have
int bri0 in up/up state. you should be able to do this even with no ip
adresses assigned and no dialer-groups defined.

You need also "dialer-group 1" on R6. Otherwise interesting traffic
will not to be forwarded in or out of BRI interface.
This a common thing that a lot of people make the mistake on when
doing ISDN. You need a dialer-group on the caller - R1 and also the
receiver - R6.
