Tools: Network Performance/Optimization/Service Monitoring

ALL,
You all must have encountered lot of network performance, optimization and
monitoring tools in your job. The frustration is that there is no one tool in
the market which can do all what a Network Engineer or a company needs.
I am trying to do a mini-project to analyze for myself and determine how I can
measure network Layer 3 performance and can look at the metrics for jitter,
packet loss, latency etc. If everything can be be viewed as a dashboard.
Does anyone have any recommendations for me to start with?
