Mohammad is correct, it will not preempt.

A tracking failure is different than a group failure. Suppose the primary router has priority 100 and the standby has 90, the primary is tracking an object that will decrement its priority by 20, and preemption is *off*. The tracked object goes down and the primary's priority is now 80, which is lower than standby. Since the routers are still receiving keepalives from each other, this does not count as a group failure, and the standby does *not* take over as the active router. Even though its priority is now higher than the primary, it cannot preempt.

In the case though that the entire primary router crashes, the standby *will* promote itself to active, and when the original active router loads it will not preempt the new active router even though its priority is higher.
