Good rule of thumb is to use digit strip (pre-dot) when your gateway is MGCP. When you use H.323, you should do the digit striping on the H.323 gateway via the dial-peers.

the DDI chops digits, the prefix adds some.

Depending on what you want to do, is one, the other, or both. But they surely do not do the same thing.

Digit mangling is like natting, changing the numbers/addresses for the same destination at different places. Have it clear what is the address like at every place and it should be easy to find out what you have to do.
