Prefix Digits (Outgoing Calls) on the route group

I am using a route pattern ( with predot for the discard digits ) which points to RL that contains RG which has H323 GW . I added number 9 as Prefix Digits (Outgoing Calls) on the route group but it doesn't work and I can not do any outside calls
 
When i removed the prefix in the RG and put PreDot for the Discard Digits for the route pattern everything works fine .so the problem is that the RG doesn't add prefix 9 in the outging calls
