If your gateway is MGCP, then it can do nothing on its own. It is
lobotomized, so to say. (MGCP is a remote control protocol)

But if it is H.323 or SIP, then it is a design issue. Why would you
always like to do it at the gateway ?

Also, being H.323 or MGCP is not black or white either. You can control
some ports of a gateway via MGCP and at the same time have some ITS
(read, independent voip control) at the same time. And then, you also
have MGCP fall back to add to the mix.
