Strange issue - Copper vs Fibre SFP port on 2921 Router

I have a strange issue with a ISR2921 Router

I have two ISR2921 routers connected back to back over a service provider
who have provided us EoMPLS.

When I connect the ISR on A end to copper 1 Gig port and B end to a optical
1 Gig SFP port everything works fine and I can ping end to end.

When I connect the ISR on A end to Optical SFP port and B end to a
optical SFP port I loose Layer 3 connectivity.

I have tried two different optical port on ISR on A end, the built in G0/1
optical port as well as a optical HWIC module G0/0/0 and Layer 3 is not
working on both. Although I can see MAC address of the remote device and
when I ping in the ARP table, but ping is unsuccessful.

The SFP and Fibre cables are tested as working and replaced as well, so
that they are not an issue here.

Could the ISR on A end have a optical I/0 controller processing fault (if
there is such thing in a router?). Its strange that two optical ports are
faulty and layer 3 not working on them at the same time, the built in
optical and the HWIC optical.

Please advice? Thanks in advance
