The IOU that is in the "wild" is IOS based but there is a new version
for XR (XOU?) that if I'm not mistaken just came out a few months ago
internally to Cisco. This is similar to the virtualized Nexus OS
(Titanium?) internal to Cisco. It only makes sense that Cisco follows
Juniper with Junosphere as it's an affordable and scalable solution.
Last time I talked to people internal there was discussion of accessing
IOU online (rack rental style) or the remote possibility of even buying
an IOU appliance but nothing was firm at the time. In fact you can
already rent IOU from Cisco in pre-packaged labs now so why not just let
the customer design their own lab for say proof of concept before
deployment, troubleshooting a network issue, CCIE practice, etc. GNS3
is often used today by some of the biggest Cisco resellers to test out
designs but IOU would be a better option of course.

Personally I believe that Cisco realized it was a mistake to give IOU
out within Cisco as it quickly was leaked to the public and that hosting
it themselves is a better option long term.
