Route-map Set interface behavior

Hi,

Question:
With the below configuration, how will traffic with source address 10.8.81.x
routed? Will it use Tunnel8101 and Tunnel8201 alternatively? Or it will only
use Tunnel8101 as long as it's up and if it goes down, it'll fail over to
Tunnel8201?

ip access-list extended VoIP_Out
permit ip 10.8.81.0 0.0.0.255 any
!
route-map NTH48 permit 10
match ip address VoIP_Out
set interface Tunnel8101 Tunnel8201
!
interface GigabitEthernet0/0/1
ip address 101.81.12.41 255.255.255.0
ip policy route-map NTH48
!
